Luigi Martino

Senior Advisor, Cybersecurity

Senior Advisor with over 15 years of national and international experience in research and strategic consulting on the impacts of emerging technologies and cybersecurity regulations.

Currently, he serves as a Senior Research Scientist at the Center for Cyber Physical Systems (C2PS) and coordinates the activities of the Cyber Security Academy at Khalifa University in Abu Dhabi, UAE.

In academia, he is a Professor of Cyber Security and International Politics, as well as Cyber Security and International Business at the Department of Political Science at the University of Bologna. Additionally, he is a Professor of Intelligence and National Security at the University of Florence, where he directs the Center for Cyber Security and International Relations Studies (CCSIRS).

He earned his Ph.D. at the Scuola Superiore Sant’Anna in Pisa and has collaborated with prestigious institutions such as MIT (USA), UCL, and the University of Kent (UK).

As a member of the G7 Expert Group for the financial sector, he focuses on the strategic adaptation of Artificial Intelligence and Quantum Technologies in this field.

He collaborates with the World Bank working group on analyzing the impacts of Quantum Computing on cloud infrastructures and contributed to the organization of the first Global Cloud Computing Forum in 2025. He has also participated in the EU-ENISA working group for the implementation of national cybersecurity policies and has supported DGINTPA of the European Union in promoting the internationalization of European digital projects.

He is a scientific committee member of the CISO Executive Program, promoted by DCIP and DESC in Dubai, and actively contributes to the United Nations (Open-ended Working Groups – OEWG) on cybersecurity and ICT issues, with a particular focus on emerging threats related to Artificial Intelligence, Quantum Technologies, and the space sector.

Currently, he is the Principal Investigator of the project “Academic Engagement or Strategic Leverage? Assessing Dual-Use Technology Transfer, Sharp Power, and Security Risks in Sino-Italian Research Partnerships”, funded by the U.S. Department of State. He actively participated in the G7 Ise-Shima Cyber Working Group and contributed to drafting the Convention on Responsible State Behavior in Cyberspace. He is also a member of the CINI Italian Cyber Security Lab.

In 2019, he received recognition from the U.S. Department of State as part of the International Visitor Leadership Program (IVLP) for his contributions to multilateral partnerships in cyberspace. In 2024, he was awarded the IEEE Technical Committee on Homeland Security (TCHS) Young Research Award.

His latest book, “Cybersecurity in Italy: Policies, Governance, and Ecosystem”, was published by Springer in 2024. In 2025, he was appointed by the Italian Prime Minister to the working group for the National Strategy on Quantum Computing.
