Domenico Ielo

Domenico Ielo is a lawyer with over twenty years of experience in economic law and digital transformation.
Born in Messina on September 7, 1969, he graduated with honors in Law from the University of Messina in 1994. He holds a PhD from the University of Rome “La Sapienza,” where he completed a doctoral thesis on international and supranational relations between independent authorities, within the PhD program in “Organization and Functioning of Public Administration.”

Throughout his career, he has gained extensive experience—both in litigation and advisory capacities—across all areas of public economic law, with a particular focus on public procurement, regulated markets, network services, and digitalization processes.
He provides legal assistance to public and private entities, advising on publicly owned companies, tenders, public-private partnerships, and compliance frameworks related to anti-corruption, environmental protection, anti-money laundering, and safety regulations.

He possesses specialist expertise across multiple areas of public economic law, including:

  1. Public procurement in special sectors and digital law, with a focus on digital platforms, the National Recovery and Resilience Plan (NRRP), artificial intelligence, Industry 4.0, Building Information Modeling (BIM), and the digitalization of procurement processes.

  2. Public-private partnerships (PPP), public contracts, and concessions, overseeing all phases—from planning to execution—including NRRP-funded investments and EPC contracts in the gas sector.

  3. Electronic communications and emerging technologies, with experience in communication networks for smart cities, submarine cables, ultra-broadband infrastructure, 5G, and Golden Power regulations.

  4. Public services and state-owned companies.

  5. The energy sector, including tariffs, interconnectors, and litigation against the Italian Regulatory Authority for Energy, Networks and Environment (ARERA).

  6. National and digital security, with expertise in Golden Power, cybersecurity, NIS regulations, and critical infrastructure.

  7. Compliance and risk management, particularly in matters of safety, environmental protection, anti-corruption, and anti-money laundering.

  8. Environmental law, with experience in Environmental Impact Assessments (EIA), Strategic Environmental Assessments (SEA), Integrated Pollution Prevention and Control (IPPC), environmental remediation, waste-to-energy plants, environmental damage, and electromagnetic pollution.

  9. Administrative, civil, and accounting litigation before Regional Administrative Courts (TAR), the Court of Auditors, and civil courts, including preliminary references to the Court of Justice of the European Union and jurisdictional conflicts.

Alongside his legal practice, he is actively engaged in academia. He is an adjunct professor at the University of Milan, where he has taught courses such as Public Contracts Law, E-democracy and Participation, and European Administrative Law. At the Polytechnic University of Milan, he lectures in the second-level Master’s program in Public Procurement and Contracts, and in the Data Protection Officer and Digital Transformation Master’s program. He has also delivered courses on safety regulations.
