Senior Advisor, Administrative Law
Domenico Ielo is a lawyer with over twenty years of experience in economic law and digital transformation. Born in Messina on September 7, 1969, he graduated with honors in Law from the University of Messina in 1994. He earned his Ph.D. at the University “La Sapienza” of Rome, with a dissertation on international and supranational relations among Independent Authorities, within the doctoral program in “Organization and Functioning of Public Administration.”
Throughout his career, he has gained solid experience, both in litigation and out-of-court proceedings, across all areas of public economic law, with a particular focus on public contracts, regulated markets, network services, and digitalization processes. He advises public and private companies on matters concerning state-owned enterprises, public procurement, public-private partnerships, and compliance models in areas such as anti-corruption, environmental protection, anti-money laundering, and safety.
He has specialized expertise in multiple areas of public economic law, including:
Public procurement in special sectors and digital law, with a focus on digital platforms, the National Recovery and Resilience Plan (NRRP), artificial intelligence, Industry 4.0, BIM, and digitalization of procurement;
PPPs, procurement, and concessions, covering all phases – from planning to execution – including NRRP investments and EPC contracts in the gas sector;
Electronic communications and new technologies, with experience in communication networks for smart cities, submarine cables, ultra-broadband, 5G, and Golden Power regulations;
Public services and state-owned enterprises;
The energy sector, including tariffs, interconnectors, and litigation against ARERA;
National and digital security, with expertise in Golden Power, cybersecurity, NIS regulations, and critical infrastructures;
Compliance and risk management in the fields of safety, environment, anti-corruption, and anti-money laundering;
Environmental law, with experience in EIA, SEA, IPPC, remediation, waste-to-energy plants, environmental damage, and electromagnetic pollution;
Administrative, civil, and accounting litigation before Regional Administrative Courts (TAR), the Court of Auditors, and civil courts, including preliminary references to the Court of Justice of the EU and jurisdictional disputes.
Alongside his legal practice, he pursues an intense academic activity. He is an adjunct professor at the University of Milan, where he has taught “Public Contracts Law,” “E-democracy and Participation,” and “European Administrative Law.” At the Polytechnic University of Milan, he lectures in the second-level Master’s program in “Public Procurement and Contracts” and in the Master’s program “Data Protection Officer and Digital Transformation,” and he has also taught courses on safety regulations.
His career combines profound legal expertise, strategic vision on digitalization processes and public governance, and extensive on-the-ground experience in managing complex projects and high-profile litigation at the national level.
